Dish satellite receiver hookup through DSL (dry-loop)?

I am trying to connect my DishNetwork receivers to a phone line in order to save the $10 fee (5$ per receiver) they charge in the "programming access fee." The problem is, I don’t have a home phone set up. I have a dry-loop DSL line for internet access but the DishNetwork tech people don’t know if the receiver can be connected through a dry-loop. The other issue is that there is no phone jack behind the tv (the nearest jack is in the kitchen…and the DSL modem is installed upstairs). Is there a way to hook up the receiver to the dry-loop DSL line through a wireless router or some other adapter? If not, is there a way to connect the receivers through a standard phone line (assuming I install one) without paying $50 a piece for wireless phone jacks? I am new to this technology, please help.
